Add edit post COE UI for student (Change Request to available actions)

As a student I want to be able to submit an edit after COE which will be referred to as a Change Request moving forward. I want to be able to select this option and once I have had COE approved.

Acceptance Criteria

• Actions will be expanded to the following buttons View, Edit, Change Request, and Cancel
• No change to the edit functionality. it will continue to only be available till COE is completed and disappear.
• Change request action should appear once confirmation of enrollment has been completed
• Change request should not be available if a cancellation has been completed
• The Change Request should be a link but should go nowhere for now
• Create a toggle on this feature to be turned off and on for each environment The change request feature only.
• Have the submitted date appear under the submitted column (Add missing license #3 image below) This is the date of the submission of the original application
• Add the View button (Add missing topics #2 image below) that will always exist and will have the same function as clicking on Financial Aid Application (Lets use common phrasing #1 image below)
• The order for the options should always be the following View, Edit/Change Request, and Cancel
• No changes to the behavior of the cancel option

Additional Context
This is step one in remaking the change request process

Revisions of the current change request section will be in future

Technical

• As per the AC "No changes to the behavior of the cancel option" please do not show the cancel button for a completed application (ignore the one in the image).
