Bridge File - Restriction Imports

User Story
As a ministry user, I need to avoid assigning restrictions to students from the bridge file if the unique restriction id has already been assigned.

Current Behaviour
Below, the file on the right was loaded in prod on Nov 5 and the file on the left was loaded Dec 4.

This created new records of the same restrictions that were previously resolved:
