Describe the bug
hpa-operator is not scaling up or down my deployment

Steps to reproduce the issue:
Added these annotations to my deployment as per README:
hpa.autoscaling.banzaicloud.io/minReplicas: "1"
hpa.autoscaling.banzaicloud.io/maxReplicas: "3"
memory.hpa.autoscaling.banzaicloud.io/targetAverageValue: "60m"

Expected behavior
Once my deployment RAM usage reaches 60MB I expect HPA opeartor to spin up a new PODs.
