Description of the bug

I did a fresh install of Backdrop with all error reporting enabled and ran across an undefined $options variable in _db_is_replica(). Seems to be a typo from #4451.

This issue is so trivial I fixed and merged it in backdrop/backdrop#4610. This will be corrected in 1.26.3.
