Security issue notifications

If you discover a potential security issue in s2n-quic we ask that you notify
AWS Security via our vulnerability reporting page. Please do not create a public github issue.

Problem:

We run our interop tests on every PR, but don't mark all of the interop combos as required. This is not great, but it's hard to keep track of which tests are actually working and would be good to add to the CI versus which are just flaky.

Solution:

Track how frequently interop tests pass that aren't required. If the test is succeeding for (lets say) a month, let us know(through a bot? an email?) that we can add it to our required tests.

Requirements / Acceptance Criteria:

s2n-quic maintainers are informed when more required tests can be added to CI.
