chore(ec2): add kafka connect interface vpc endpoint (#32966)

There is a new interface VPC endpoint which is not supported by AWS CDK.

- Add KAFKA_CONNECT interface VPC Endpoint

### Describe any new or updated permissions being added

None

### Description of how you validated changes

Execute AWS CLI
```sh
$ aws ec2 describe-vpc-endpoint-services --filters Name=service-type,Values=Interface Name=owner,Values=amazon --region us-east-1 --query ServiceNames | grep kafkaconnect
    "com.amazonaws.us-east-1.kafkaconnect",
```
