We should add back the metervm to the reexecution tests by wrapping our VM with metervm and adding the metervm registry to the prefixGatherer, which will allow these new metrics to be collected.

This should not include reporting any metervm metrics via b.ReportMetric(), as this will corrupt our dashboard.
