Expose prepaid_gas as a precompile for Aurora contracts in a similar way as it was done for current/predecessor_account_id.

Rationale

We want to support cross contract calls, and in some contexts it is very important to verify that the whole tx will succeed without failing for out of gas. In case there is no gas it is better to fail early. See this discussions for more details: #461, Near-One/rainbow-bridge#726
