Can add a branch to a graph without triggering dirty state for Create New Publication button

1. Create a branch, make it active
2. Create a resource model
3. Publish
4. Add the branch from step 1

Expected: Create New Publication button
Result: nothing (refresh the page, button is there)

Continue, assuming you didn't refresh the page:
5. Make more changes
6. Click Revert edits

Expected: branch remains
Actual: branch gone
