I've gotten a suggestion by @duerig of placing the options in machine-only messages (thereby eliminating the option limit and allowing individual options to be much longer). Answers would reference message IDs instead of words, and intensity (e.g. number of stars or whatever) could be included.

So in retrospect I probably shouldn't have merged your annotations in their current form. One is is actually a channel type, not an annotation, and should be in the channel-types folder. You might want to rename it net.questionapp.poll.question and move it there and rename the existing annotation net.questionapp.poll.answer. Does that make sense?
I've suggested a voting annotation.
