[SPARK-50305] Upgrade Gradle to 8.11

### What changes were proposed in this pull request?

This PR aims to upgrade `Gradle` to 8.11.

### Why are the changes needed?

To use the latest Gradle version before releasing.

In addition to the version, a few lines are changed according to the generated files of `gradle wrapper` command.

### Does this PR introduce _any_ user-facing change?

No, this is a dev-only change.

### How was this patch tested?

Pass the CIs.

### Was this patch authored or co-authored using generative AI tooling?

No.
