"C APIs" for error handling are not C APIs #19084

#13795 introduce a "C API" for error handling. But actually it just moves the C++ implementation of the API into the C header. It's not a C API.

As of bbc39fa the API is in include/mxnet/runtime/c_runtime_api.h but the same problem applies
