Constant Pylint error in CI Sanity Check #16541

Pylint check on tools/caffe_converter/*.py . fails consistency for PR checks, there is no change on CI or tools/caffe_converter/. Files under that folder have not been updated for a long time.

Temporary disable it to unblock development.
