[MNG-8594] Ability to feed options and goals from ad-hoc created file to Maven

Something like .mvn/maven.conf is, but ad-hoc, as former is usually checked into SCM. On some OS the command line length limitation may cause users to become unable to pass in longer CLI options like -pl module... could be on some larger projects.
Maybe we just need a CLI option and let user point at a file (even in tmp) and Maven should slurp it up?

Makes sense, the javac and javadoc tools do the same.

Doing this in maven 4 would be trivial, it already "layers" options coming from CLI and maven.conf, so adding third source is trivial.
