Decision made in [VOTE for RC Release](https://lists.apache.org/thread/cnz3k2pox69ddkk647mt8gpfy0t70f94) made the starting version from `1.*` to `0.*`.
This caused a side effect where we won't be able to use following versions in further releases which are yanked.
