Problem
It would be very nice to have access RPC request builder code without needing all the dependencies that solana-rpc-client-api brings, such as
reqwest.Summary of Changes
Move config.rs, filter.rs and most of request.rs to a new crate, and add re-exports to rpc-client-api for backwards compatibility
