It's Microsoft ODBC Driver for SQL Server with package name:

msodbcsql18

Is this an update to existing package or new package request?

It's a new package.

Is this package available in Amazon Linux 2? If it is available via external sources such as EPEL, please specify.

You can find "msodbcsql18" in the list of EPEL: https://packages.microsoft.com/rhel/9/prod/Packages/m/ (msodbcsql18-18.4.1.1-1.x86_64.rpm). The corresponding repo is https://packages.microsoft.com/config/rhel/9/prod.repo (there is also /rhel/8/)

We are using an Amazon RDS for Microsoft SQL Server (currently the Major-Version called "SQL Server 2022", Minor-Version CU15 - Version example: 16.0.4150.1). We like to run a PHP application on AL2023, which using SQL Server RDS.

Once using AL2023 distribution it should ideally provide all essential packages and libraries through its official repositories, hence we would love to see to get msodbcsql18 from Amazon AL2023 repo.
