The TLS implementation in v8.2204.0 has some issues that manifest in similar ways to rsyslog/rsyslog#4818; except instead of spinning on recvfrom() syscalls I see read(). This happens inside a minute or two.
Connecting clients are a mix of RFC5424 and RFC3164 with/without framing.
Testing other versions, albeit GnuTLS, v8.2210.0 from Fedora Core 38, to v8.2408.0 (FC42) behave properly.
