What package is missing from Amazon Linux 2023? Please describe and include package name.
HAProxy

Is this an update to existing package or new package request?
Update from 2.8.3 to 2.8.12 which is the latest maintenance release. See here

Is this package available in Amazon Linux 2? If it is available via external sources such as EPEL, please specify.
Existing package, but out of date.

Any additional information you'd like to include. (use-cases, etc)
Version 2.8.3 an issue with service reloads and there have been plenty of bug fixes in the latest patches that could mitigate this problem.
