Submitting the search form should display search results if they are hidden

Currently submitting the search form doesn't do anything. During the accessibility clinic we discussed that expected behaviour would be to display the results if they have been closed.

It's a niche use case that requires a user to type out their desired search term, navigate to and close the search results modal, and then return to the search input without changing the search term, then submit the form.
