Subject: [PATCH] Update voting schema with 5pm deadline changes

Updated to reflect the passing deadlines.  Should match the changes in
[publisher](https://publisher.publishing.service.gov.uk/editions/5dd7ee7140f0b60b8662c3b7/diff)
(where appropriate).
