this PR add:

  • 2 templates for github issues, bug report and feature request
  • 1 template for pull requests
  • CODE_OF_CONDUCT.md
  • CONTRIBUTING.md
  • cii badge

There is no CONTRIBUTORS file on Meshroom side for now. So maybe we can just remove this line.
