需求描述： 类似于skywalking 日志上报那样，可以配置日志采样率，比如设置50%的采样率，另外50%丢弃掉；
这个目前在本双周会提过，想看看社区的反映

前置采样，这个功能在不需要关心长尾的统计场景确实有意义，支持。

这个特性目前计划于11月启动，之后可能有些关于ilogtail内部设计问题需要请教您
