Describe what happened (or what feature you want)

Dashboard need to support cluster token server and client management (list view, config, assignment, etc.) for applications rather than single machine.

Sentinel 控制台支持应用维度的集群流控管理（token server 分配与管理，查看 server/client 列表，查看连接情况等）。
