Support for auto merging updates of GitHub actions #121

GitHub allows you to update a GitHub action through a GitHub action. I implemented that (package-ecosystem: 'github-actions') in my repo: bennycode/trading-signals@ffd4910

Usually the "action-dependabot-auto-merge" action merges my PRs (see bennycode/trading-signals#404) but it somehow doesn't merge github-action updates (see bennycode/trading-signals#396, I had to do it manually).

Is there a difference?
