Support tags attribute

Description of the problem / feature request:

Have rules_gitops support the tags common build attribute in k8s_deploy.

Feature requests: what underlying problem are you trying to solve with this feature?

I would like to be able to include or exclude k8s_deploy targets based on build tag filters as well as other common tag based bazel operations like bazel query.
