[BUG]: Statistics: Dashed budget line is not visible for tasks that are over budget

Description

On the statistics page we use a red dashed line that marks the available budget for any task. When a task is over budget, the line seems to disappear behind the red bar, which makes it impossible to visually see how much the task is over budget:

Steps to Reproduce

Open the statistics page on any project and find a task that is over budget

Expected Behavior

The line should be visible also when a task is over budget, either by making it higher so that it "sticks out", or by changing its color and making sure it's in the foreground. I think making it stick out might look a little better (that's also how it used to be before the CSS rewrite afaik).
