As @eni23 pointed out the guidelines around the role files/ and templates/ structure needs to be extended:

What are the advantages of using the defined structure (no flat structure)
How to handle edge cases (e.g. cluster roles which deploy different files on different nodes, what about multi distribution support when the same files is deployed to different locations, etc.)

what if my file gets put into an API and not a filesystem
