Add More Peripheral Shapes

In a similar vein to the background shapes present behind the HackPortal button as well as the grey logo in the background of the "Mission" section, we might benefit from adding some cute friendly shapes to the whitespace that surrounds the "core" of the website, especially the dominant white areas above/below the officers section.

There's already some prototyped in the figma; would likely just be simple SVGs that add some atmosphere to the website. They will probably need to be the muted grey color present in the figma. Another idea is having some cute/familiar designs in addition to shapes: for example, an outline of TEMOC or a crane. Kind of like the idea of a chill crane somewhere, hehe.
