Allow all website settings to be localizable in French and English

There was a request to provide a French version of the email address. However, the website settings only accept a single value for the email address and it is currently the English one.

Describe the solution you'd like

All of the options for the website settings should be localizable in both French and English. The usage of these settings will also need to make sure they are looking for the correct locale based on the current language the site is running under.
