The pom file is detected by the scancode, but it fails to detect the license inside of it.

Describe the bug

When selecting a license file, there is only a file for 3rd party licenses; in the source repo there is a POM file which contains license information, but this is not displayed in the license section.

System configuration
Which version of ScanCode.io are you running? 32.2.1
Are you running the app using Docker? yes

Expected behavior
POM file should be displayed in the license section.
