v3.0.0: Overhaul

Z3R0 is third major update for ziBot, this update changed and add a lot of things.

In this version, we introduce you to:

• Flags, Example: >welcome Welcome! channel: #welcome
• Custom Command integrated to help command (not fully implemented)
• Better timer for temp ban and temp mute
• New help command
