[IDEA] Contribution Guide

Hello!

I'm noticing that it's a little unclear what the best way to propose new features, issues, or even ideas is and I'd like to formally ask that a contribution guide (even if it's just a link to discord/a static page/etc.) be added to the README.md so people like myself can jump in without any fear.
