Re-implement equipment model ordering through a concern

The previous implementation (see #1413) turned out to prevent the creation of new equipment models (see #1696) so we ended up reverting it. We should re-implement equipment model ordering but instead set it up as a model concern that can be shared between the category and equipment model models.
