開発メンバーが増えてきたため、パブリック メソッドを変更する場合の方針を定め、徹底する

  1. 本issueコメントで内容を固める
  2. X-Core Developers Documentation への反映PRを作成
  3. チームメンバー全員のレビュー承認があったらマージ
