Image block should accept image from url

In its current state, the image block seems to only support images from the media library or upload to media library. I have disabled the media library in my sites and upload all files via sftp. The ability to add an image from an existing url is necessary for my use of the image block and would conceivably be helpful for many others. Otherwise, images from existing urls must be entered as custom html.

In the UI for the image block, perhaps this could be integrated as a third button next to "Upload" and "Media Library" called "From url" that would open an input box for the url.

Additionally, the gallery function should include an option to link to a custom url. Currently the only options are none, attachment page, and media file. The gallery function should also include the option to add files from the media library or existing url.
