Env: Add object cache support

What problem does this address?

For being able to run tests with a persistent object cache, it would be helpful if wp-env gained such a support.

What is your proposed solution?

This could be as easy as adding a new container with the memcached image, just as WordPress core does for its local development environment.

This could be opt-in through a config flag for example.
