What problem does this address?

The editing experience introduced with #49980 should also extend to the template editing flow that can be started in the Page Editor by clicking on the current template in the "Template" section in the Page tab of the Block Sidebar on the right.

Currently, clicking on the "Edit template" option in that section will load the editor in a state where both the template and the content can be edited simultaneously.

What is your proposed solution?

Clicking on "Edit template" in the Page Editor should load the same Template editing experience found when navigating from Editor > Pages > [Page] > Edit template.

This has been implemented by the work done in #52632 shipping in 17.3. Closing.
