Template Parts - no widget import option without manual change in classic theme sidebar

Had a problem with first try of importing widgets (even with fresh WP install) and Gutenberg 14.9 and 14.9.1

Step-by-step reproduction instructions

1.) Twenty Sixteen with existing sidebar and footer widgets => change to Twenty Twenty Two => installing Gutenberg => Site-Editor => new template part => no import option
2.) Only after going back to Twenty Sixteen, changing something in the sidebar and change again to Twenty Twenty Two, the import option is there (and works)

Hi @burnuser - I'd love if you could test this with the new un/synced patterns functionality in WordPress 6.3 (either with the beta testing plugin, or once 6.3 is released) to see if it is still the case.

@jordesign, this isn't related to the patterns. The issue is with the widget import feature - #45509.
