This page talks about manually installing language files:

However, it does not say where to download these files from. The instructions are unclear at best and can't be followed by a regular user or developer.

I know that .mo files can be downloaded from https://translate.wordpress.org/projects/wp/dev/<language>/export-translations/?format=mo but these are clearly marked as development, thus you can't trust them to be correct nor compatible with any released version.
The page lists following versions:

  • 6.5.x - Development
  • 6.4.x

Where is 6.5.x (Release)?

I figured out how to download the files, but it seems a bit hacky and I don't know if that's the "official" way to do it.
For example, for "de_DE_formal", you can download the WordPress ZIP here: https://de.wordpress.org/wordpress-6.5.4-de_DE_formal.tar.gz
Then extract the language files from wp-content/languages
