The BuildTools/lib directory contains distributions of DXSDK and Intel IPP. While IPP only contains headers and .lib libraries, they still have a do not copy, do not distribute notice, and IPP is not on the Intel Github to which they normally add projects that may be distributed. It would be best to verify that you are allowed to distribute copies of this software. (I do not believe you are, as basically all projects using it need to look for system versions of intel IPP or pull them down during build time, and don't have them in their source).

In the case of dxsdk it is again headers and libraries, however you still may be required to do additional things if you wish to distribute the sdk, such as distribute a license or similar.
