Rockstar Games Launcher failed to initialise

Description

The rockstar games launcher will not open at all using launcher.exe and will give the error 'The Rockstar Games Launcher failed to initialize'

Steps to reproduce

Installed GTA V through steam, launching GTA from steam or running launcherPatcher.exe . Same results with DXVK enabled or disabled.

Expected behaviour

Rockstar Games Launcher launches, GTA V runs.
