Using Xen 4.11 on the CI with Ubuntu 20.04 #27

Regarding the backward compatibility issues we are having with (old) versions of Xen,
I think we should target the most recent version in the latest LTS of Ubuntu / Debian

So targeting support for Xen 4.11 makes sense.

I know that ubuntu-latest stills points to ubuntu 18.04 in Github Actions, but we use the following trick and run on an ubuntu 20.04 container for our jobs instead:
