What happens if you don't have an identifier in KERIA yet? Currently we link based on the vendor url configuration. There needs to be a way to connect the workflows of onboarding to the extension login. The vendor has an onboarding experience, but how is that connected to the extension? Many users won't know what KERIA is. Perhaps the onboarding ends with 'install this extension' and ask the user to click on the icon button we retrieve the url from the webpage.
