Add description to the PyPi Package #34

It seems the pyproject.toml needs to be updated to provide the Readme as the description, or maybe a seperate readme just covering the importer?

Then again this is such a small package, could it be absorbed into hdl21 as a module to reduce the number of packages that need to be maintained?
