内容

完全にメモissueです。

通常のonnxruntimeと、voicevox_onnxruntimeを両方ビルドする
どちらもプレフィックスがつく
同じバージョンでも削除してリビルドすることがある（議論の余地あり？）
通常のonnxruntimeは署名しない
voicevox_onnxruntimeは署名する

その他

docs/release.md辺りに書くと良い？
プレフィックスの説明はこのファイルじゃなくてREADMEとかでもいいかも。
