Checked tube light, Rectangle area light with customer layers error does not occur. Lights work as expected.

The issue was caused by the fact that we use -1 as a special flag to determine if we need to grab the layer from the light or not. However this special value ended up being set anyway as proper layer, but -1 is an invalid layer, hence the error.
The fix is to simply not update the layer if we are about to set -1.
What did I test: Test the repro case and played abit with the Enable Emissive Mesh Checkbox and Same Layer checkbox. Both actions caused problems before, now seems like the error went away.
