fetch.s3, should be similar to fetch.sciencebase in that we can authenticate for the user and check timestamps to download IFF necessary

👍 yes, that's what inspired me to create this issue. thanks for linking. that code may already be complete for the actual fetching, in which case all the thought work still to do will be for the fetchTimestamp function
