if use

<div id="toolbar-panel"></div>
<div ng-repeat="item in items">
  <textarea ng-model="items" redactor>{{item.content}}</textarea>
</div>

and setting:

toolbarExternal: '#toolbar-panel'

toolbar worked only in last editor textarea =\
