I would like a config setting in the 1.18.2 version for servers that allows waystones only to be broken by the owner (the person placing it down) so that players don't have to worry about other players breaking waystones. Currently, there is only the option to restrict waypoint name changing which is not the same thing.
This behavior would of course be overridden by ops on the server to combat griefing.

All options allowing for unbreakable waystones will be removed in 1.20. Servers and adventure maps should instead make use of the existing tools (either in Vanilla or through claiming/permission mods) for limiting breakability.
